Qualifications:

  • You live within the City of Portland

  • Your home relies on electric heating (electric baseboards, electric furnace, etc). There are some exceptions for people with wood fireplaces or oil furnaces - but none for gas.

  • You are at 60% of the state median income

    • -OR- you're under 80% of the area median income and BIPOC, elderly, or disabled.
